Steps to Complete
1. Click on the small black and white squares to set the default colors. After that, click the small double-headed arrow icon to exchange the colors and place white in the foreground color squares.

2. Click the Create new fill or adjustment layer icon and choose Gradient. In the Gradient Fill dialog, set the Style to Angle and then click OK.
3. Open the blend mode menu and choose Screen. Once the light rays are created, this will hide all the dark pixels and show only the brighter ones.
4. Choose Layer > Layer Content Options. This will show the Gradient Fill dialog again, where you will make additional settings.
5. Click in the Gradient preview bar. In the Gradient Editor, set the Gradient Type to Noise and Color Mode to HSB. Drag the white 'S' slider all the way left to desaturate the gradient. Then click OK twice.
6. Choose Layer > Layer Content Options. This will show the Gradient Fill dialog again, where you will change the placement of the gradient. 
7. Drag the image and move the center point of the light rays to just outside of the canvas above the photo, until the placement if the light rays in the scene looks good to you. Click OK.
8. Chose Layer > New Adjustment Layer > Levels
9. Click the box for "Use Previous Layer to Create Clipping Mask". This will cause the Levels adjustment layer to affect only the light rays layer below it and not the photo. Click OK.
10. Move the center slider under the hologram to the left to brighten, or to the right to darken, the light rays effect. Experiment with different settings to see what looks best with the photo
11. Choose Layer > New Adjustment > Hue/Saturation
12. Repeat step 9
13. Click the 'Colorize' checkbox. Manipulate the Hue Slider to get the result you want.
